Wind gusts vs average wind: which number ruins your afternoon

A wind speed is an average over minutes; a gust is a brief peak that can be far stronger. Umbrellas, bikes and picnic blankets fail at the peaks, which is why a mild-looking wind forecast can still spoil an afternoon.

The forecast said 15 km/h. The picnic still ended with the blanket airborne and someone chasing a hat across the grass. The forecast was not wrong—you were reading the wrong number.

The short answer

  • Sustained wind is an average. It is measured over a set period, not captured instant by instant.
  • A gust is a brief peak above that average. It can be substantially stronger and lasts seconds.
  • Things break at the peaks. Umbrellas, awnings, bike handling and loose objects respond to the strongest moment, not the mean.
  • So the gust figure is usually the one that decides your afternoon, even though the wind speed is the number shown first.

What each number actually is

The definitions are precise, and worth knowing because they explain the mismatch.

The US National Weather Service defines sustained wind as the wind speed "determined by averaging observed values over a two-minute period." See the NWS glossary entry.

It defines a wind gust as "rapid fluctuations in the wind speed with a variation of 10 knots or more between peaks and lulls." See the NWS glossary entry.

So the two numbers are answering different questions:

Why wind comes in bursts at all

Air near the ground does not flow smoothly. It tumbles over hedges, buildings, hills and trees, and it mixes vertically as the surface heats through the day. That turbulence brings faster-moving air from higher up down to your level in packets—each one a gust.

Two everyday consequences follow:

  • Gusts are stronger where the ground is rougher or the terrain funnels air. City streets, gaps between buildings, headlands and valley mouths all produce sharper gusts than open, flat country.
  • Gusts often peak in the afternoon. Daytime heating drives vertical mixing, so a calm morning can become a gusty afternoon and then settle again after sunset.

The gust factor

The ratio between gust and sustained wind is informally called the gust factor, and it tells you how choppy the air will be rather than how strong.

A day with 20 km/h wind and 25 km/h gusts is steady—you can lean into it and plan around it. A day with 20 km/h wind and 45 km/h gusts is the same average and a completely different experience: sudden shoves with lulls between them, which is what unsettles a cyclist or flips an umbrella.

When you check a forecast, look at both numbers together. The gap between them is information.

Which number to check for what

  • Cycling and running. Gusts. A crosswind gust is what moves you across the lane; the average just makes the ride slower.
  • Picnics, garden furniture, market stalls, awnings. Gusts. Anything light or hinged fails at the peak.
  • Sailing, paddling, kite sports. Both. The sustained wind sets whether conditions are usable at all; the gust range sets how much you will be managing.
  • Drying laundry, general comfort. Sustained wind is a reasonable guide.
  • Photography with a tripod, drone flying. Gusts, and check the trend rather than a single hour.
